Iraq and China have agreed to a $3 billion deal to develop an oil field south of Iraq's capital, Baghdad. Discussions stem from Saddam Hussein's era, but were halted after the 2003 US-led invasion of Iraq. As security improves, Iraq is trying to court foreign oil companies to help increase its output. BY SHELLY YANG The big three polluters -- India, China and United States, for the first time, have agreed to commit to a global deal on cutting carbon emissions. The agreement is the big achievement out of the United Nations climate conference in Durban, South Africa. The new climate deal, called the Durban Platform, includes a second lease of the Kyoto Protocol, which was adopted in 1997 to fight global warming, and an agreement by more than 190 countries to work toward a legally binding treaty by 2015 to reduce carbon emission. Although the UN marked the platform as a quote, "historic breakthrough to save the planet", some environmentalists don't think the conference did enough. The Financial Times says: "The agreement reached was more of a victory for the UN process, than for the global climate, or in creating a new business imperative ... Business will shrug its shoulders over Durban and wait for direction from national capitals." Al Jazeera says winning countries' commitment is just an initial step. "The real test will be the size and pace of those future commitments, with the science confirming that the window of opportunity to contain global warming is closing fast. " And The Economist questions the effectiveness of global treaties without punishment. "The Kyoto protocol is legally binding, but contains no provisions to enforce penalties against those who fail in their mitigation endeavours ... US and China havent been on great terms as of late because the Americans are sending $6.3 billion worth of arms to Taiwan - the Americans are trying to provoke China into helping them impose sanctioning Iran to try to halt Tehran's nuclear ambitions. China got really upset at the arms sale and threatened sanctions against US companies supplying the arms, suspended key military-to-military contacts, and warned Obama that his planned meeting with the Dalai Lama will further damage US-China relations.

But an assistant professor of economics at City University in Hong Kong believes the two economies will only benefit from the mutual co-operation. China has vowed to suspend military exchanges and security talks with Washington and to impose sanctions on US firms involved in a deal to sell arms to Taiwan. In a statement the foreign ministry said that in protest at the US arms sales to Taiwan it was suspending military exchanges, along with scheduled high-level talks on strategic security, arms control and non-proliferation. China will also introduce sanctions specifically targetting the US companies involved in the arms deal, the statement said. China took a similar step in 2008 after the former Bush administration announced a multibillion-dollar arms sale to Taiwan - the most sensitive issue in US-China relations. The latest arms sales could complicate the cooperation the US seeks on issues ranging from Iran's nuclear program to the loosening of internet controls, including a Google-China standoff over censorship. China claims the self-governing Taiwan as its own, while the United States is Taiwan's most important ally and largest arms supplier. The US government is bound by law to ensure the island is able to respond to Chinese threats. Though Taiwan's ties with China have warmed considerably since Taiwanese President Ma Ying-jeou took office 20 months ago, Beijing has threatened to invade if the island ever formalises its de facto independence. China has more than 1000 ballistic missiles aimed at Taiwan.
